## The minister's verdict

Spain's high-speed network had recorded no fatal crashes in more than three decades of service until this year, and it has now had two major crashes on one line. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) Transport Minister Óscar Puente blamed a traffic controller's poor judgment for much of what went wrong in the latest collision. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm)

Puente called the controller's decision to let one train restart at full speed while the other remained stationary 'inexplicable' and 'erroneous'. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) He said the train should never have been told to start moving again because a 'stop signal' was still active on the line. ## What the recordings show

According to radio recordings reported by Spanish media, the Madrid control centre instructed the Renfe driver to resume normal operations although the automatic train protection system was out of service after a computer failure. [[3]](https://dpa-international.com/general-news/urn:newsml:dpa.com:20090101:261029-930-914071/) The driver asked 'Normal operations?' and the controller replied 'Yes.' [[3]](https://dpa-international.com/general-news/urn:newsml:dpa.com:20090101:261029-930-914071/)

The IRYO conductor told the control center that the IRYO train could not restart, but the RENFE train was not told to stop. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm)

## Why the safety systems did not stop the trains

The LZB system monitors train positions with digital sensors and can automatically apply brakes to prevent a collision. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) The backup safety system did not help because both trains were inside the same stretch between two analogue sensors. ## Unions and the prime minister respond

Raquel Ayllón of the SCF controllers' union said human error is not incomprehensible, but that the safety system regularly failing is. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) SEMAF union spokesperson Diego Martín said the LZB system should have been replaced some time ago. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm)

Railway unions also say too few controllers are handling growing workloads. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) Prime Minister Pedro Sánchez said it is unacceptable that Spain has two accidents of this type in the same year. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm)

## What it means for rail travellers

If you travel on the Madrid-Seville line, note that it has now seen two major crashes this year. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm) Spain's train drivers' union SEMAF staged a one-day strike on Thursday demanding improved safety measures. [[3]](https://dpa-international.com/general-news/urn:newsml:dpa.com:20090101:261029-930-914071/)

The minister points to a controller's decision, while the unions point to the LZB system and to staffing levels. [[1]](https://www.carriermanagement.com/news/2026/11/02/293124.htm)
